Dr. Fan was born in November 1977 at a small village in the northwestern China. He received the B.E.  and Ph.D. degree, both in Information and Communication Engineering, from Xi'an Jiaotong University in 1998 and 2004 respectively.  From September to December 2000, he was an software engineer at Dalian Everspry CO., Ltd. 
Dr. Fan had been a visiting student at Microsoft Research Asia (MSRA) for six months since February 2002. He is an assistant professor (lecturer) in the Institute of Signal and Image Processing, Dalian Maritime University China since July 2005. He worked as a postdoctoral research fellow at the Visual Computing and Image Processing Laboratory (VCIPL) of Oklahoma State University from May 2006 to December 2007 and  the University of Texas Southwestern Medical Center at Dallas from January 2008 to June 2009. Since November 2009, Dr. Fan was appointed as an associate professor at Dalian University of Technology (DUT) China.  Dr. Fan is a member of IEEE.
